NVizcaya bats for entre-governance

BAYOMBONG, Nueva Vizcaya–A planning executive here said the provincial government is banking on the potentials of the province as a watershed haven for Cagayan Valley to generate more income and eventually cut its dependency on its Internal Revenue Allotment(IRA).

“I believe this is the path of governance that governor Luisa Cuaresma is pursuing. She is bent on harnessing Nueva Vizcaya’s natural resources and to pursue our development chalenges without resorting to loans,” said Miguel Jubay, provincial planning and development officer.

He said that entre-governance is one of the alternatives being considered by the provincial leadership to struggle over the development barriers of the province such as its 80 to 90 percent IRA dependency and its bio-diversity potentials.

For 2009, he said the provincial government has allotted more than P103 million for development projects which represents more than 22 percent of the 2009 IRA projection of more than P465.670 million.

“The more than P103 million is enough for the provincial government to pursue its development projects without resorting to loans,” Jubay stressed.

According to Jubay, for 2009, the Provincial Development Council’s sectoral committees has the following funding requirements: Development Administration(DEVAD) – P11.290 M, Social Development Committee(SODCOM) – P8.953 M, Economic Development(ECODEV) – P8.05 M, Infrastructure Committee (INFRACOM)– P28.260 M and Environment Committee – P2.9 M.

Infrastructure committee has the biggest fund because it includes infrastructure components of other committees, Jubay explained.

“Governor Cuaresma is establishing her own political identity without relying from the graces of major political parties while pursuing local developments ,” Jubay said.

He said one of the major resource generations being pushed by the provincial government is the development of the Lower Magat Forest Reserve into a major tourism complex in Cagayan Valley and the establishment, development and upgrading of provincial hospitals into a health-tourism venture among others.

“I urge our fellow Novo Vizcayanos to give our all – out support to enable our provincial government officials to attain these programs for the benefit of our future generation,” Jubay stressed. BME, PIANV

Bug infestation feared to lead to poor rice yield

LAGASCA ILAGAN, Isabela – A black bug infestation reportedly hit hundreds of hectares of rice farms in neighboring Aurora, fearing this would significantly reduced the coastal province’s rice production amid apprehensions of continued rising of price of the country’s major staple food. According to reports, black bugs have already spread in some parts of Aurora , especially its known rice-producing areas, fearing that it would escalate to the entire province as well as to neighboring areas in Central Luzon and Cagayan Valley , two of the country’s major rice-producing regions. Reports from ABS-CBN-Cagayan Valley had it that at least five barangays in Aurora have already been infested with the said pest, an insect bug which thrives on the leaves of rice plants.
